Open Data Ireland Report

The National Cross Industry Working Group on Open Data today published its Open Data Ireland Briefing Paper.

In November 2010 Fingal Open Data was launched becoming the first Open Data website in Ireland. Since then a lot has been achieved.  In particular, the establishment of a National Cross Industry Working Group for Open Data has facilitated a collaborative approach for developing an Open Data submission to Government. 

Fingal Open Data is an active member in this National Cross Industry Working Group and the group have highlighted the need for Government policy, strategy and
an implementation plan for the publishing of Open Data.  The report recommends the following -

1. That a Minister is appointed with specific responsibility for Open Data

2. That a clear and time bound strategy be developed including project plan and project manager with reporting responsibility to the Minister.

3. That the specific structural Open Data challenges outlined in Appendix 3 are particularly considered in the any government implementation of OpenData strategy

4. That an Open Data forum be established to support on-going dialogue with stakeholders. This forum would comprise enterprise (SME and Corporate), Local Government(s) and National Government and Research & Education.

The report also includes recommended actions in relation to the specific structural Open Data challenges and sets out a timeline of Open Data activity that has taken place in Ireland to date.

Earlier this month the Working Group made a submission to Government on this issue and a delegation from the group (Dominic Byrne - Fingal County Council, Gerry Murray - EMC and Joan Mulvihill - IIA) presented subsequently to Government officials.
